Late last year, the federal government updated the rules on use of federal grant funds in what's being called the "supercircular." This workshop will provide guidance on how to comply with the supercircular when procuring goods and services using federal grant funds. 

The workshop will cover:

  1. available procurement methods,
  2. how to dispose of property purchased with grant funds,
  3. ethics under the supercircular,
  4. how to develop a procurement policy that complies with the supercircular, and
  5. other keys to successful procurement with federal grant funds.

Contract management is a crucial part of any contract, but one that is often overlooked. 

Effective contract management can prevent cost overruns, poor contractor performance, and customer dissatisfaction. This workshop will address who should be involved in managing contracts, how to write measurable performance standards into your contracts, when and where to assess contract performance, and some basic tools to measure performance. While these tools can be used for all types of contracts, the workshop will focus on service and construction contracts.

Eileen Youens

Eileen teaches and advises in the areas of public procurement, public construction, conflicts of interest, and ethics. She is the 2014 Chair of the Government Law Section of the Dallas Bar Association. A native of Austin, Texas, Eileen is licensed to practice law in Texas and North Carolina, and was a faculty member at the School of Government at the University of North Carolina at Chapel Hill.  Before that, Eileen was an attorney in private practice with Vinson & Elkins in Dallas and Womble Carlyle Sandridge & Rice in Raleigh, North Carolina.  She clerked for the Honorable A. Joe Fish, then Chief Judge of the U.S. District Court for the Northern District of Texas. 

Eileen earned a bachelor’s degree in music literature from Southwestern University in Georgetown, Texas, and a law degree from Southern Methodist University, where she served as editor-in-chief of the SMU Law Review. 

Christian Barrie 
Christian Barrie has been with iContracts since February of 2010 and is the Director of UCM Sales. Mr. Barrie has been selling software and solutions since 1994 and has experience selling Solutions to the university, healthcare, finance & technology sectors. In his current role Christian manages a team of highly experienced sales professionals selling contract management and compliance solutions.

Brian H. Potenski
Brian H. Potenski has been with iContracts since April of 2013 and is the Business Development Manager for Higher Education. Prior to joinging the iContracts team, Brian has worked in several different fields building upon his Business Development and Project Management skill-set after earning a bachelor’s degree in Business Management and Marketing. He has been a consultant in a wide array of industries including robotics, bio medical, custom strategic marketing, and entertainment fulfillment. In his current role he is responsible for overseeing the expansion and retention of the higher education market.
